Divisions & Council of Community and Home Improvement

The Community and Home Improvement Division is comprised of 6 program areas as well as a Citizen's Advisory Council. It also lends support to the Oakland County Taskforce on Homelessness and Affordable Housing.

Administration

Manages and coordinates activities in conjunction with four federal housing and community development grant programs, maintaining day to day operations of the division. Provides technical assistance to the 50 participating cities, townships, and villages. Processes accounting transactions between municipalities and the County. Maintains federal and county financial systems.

Community Development Block Grant

As an urban county program, a large share of the Community Development Block Grant Program is allocated to 50 participating communities for community revitalization and human services. Staff support includes technical assistance, contract compliance, reimbursement, environmental reviews, and planning.

Home Improvement Program

Oakland County's Home Improvement Program is designed to improve the condition of existing, owner-occupied housing.  A no-cost, 0-3 percent interest loan assists residents to make needed repairs to their home, increase its value, decrease utility bills, and help revitalize the neighborhood. Administrative and field staff assist the homeowner in all aspects of the loan process including application, specification writing, procurement, contractor negotiations, contracts, final inspection, and clearance for a lead safe home.

Home Investment Partnerships Grant Program

Provides home ownership opportunities for low and moderate-income residents in partnership with community housing development organizations (CHDOs).

Emergency Shelter Grant Program

Provides funding for operations, maintenance, and essential services to emergency shelters for the homeless.

Housing Counseling

The Housing Counseling unit delivers comprehensive housing counseling services to Oakland County residents including referrals, landlord/tenant issues, subsidized housing lists, fair housing issues, mortgage and property tax foreclosure, reverse mortgages for senior citizens, and homebuyer counseling.

Citizen's Advisory Council

The goal of the Citizen's Advisory Council is to provide a mechanism whereby citizens representing the broadest possible socio-economic and geographic segment of Oakland County may have a voice in the planning, implementation, and assessment of the Urban County Program. Although members are chosen from different geographical regions of the county, members represent the County as a whole, and are charged with acting on behalf of countywide community development needs. The members of the council are appointed by the Board of Commissioners and consist of 20 individuals.  The Citizens Advisory Council is comprised of:

  • Four (4) County of Oakland Commissioners
  • Six (6) local officials to include elected officials, appointed officials, or community development directors representing three (3) cooperating cities, two (2) cooperating townships, and one (1) cooperating village
  • Ten (10) citizens at large not directly affiliated with any local government.  Minority and low and moderate income citizen participation will be emphasized
The Council studies, reviews, and provides input on the community development and housing needs and priorities of the County as presented by the participating units of government. It recommends to the Oakland County Community and Home Improvement Division a determination of the most effective and acceptable use of community development funds available to the county. The Council also assists in the preparation of priorities for use of funds. They approve applications for funding under the CDBG, HOME, ESG, and Comprehensive Housing Counseling Grant and conduct public hearings before the applications and contracts go before the Board of Commissioners. The Council provides reports of recommendations and actions to the Board of Commissioners via the Office of the County Executive.

Oakland County Taskforce on Homelessness and Affordable Housing

A consortium of housing developers, service providers, and government agencies working together to decrease the incidence of homelessness and increase affordable housing opportunities in Oakland County.
