Oakland County Enterprise GIS Programs & Services
Census ActivitiesOakland County collaborates with its local communities to participate in several U.S. Census Bureau programs. These initiatives are important because they help ensure accurate maps and address data for U.S. Census Bureau activities which contribute to the following: Proper apportionment of seats in the U.S. House of Representatives Fair distribution of significant amounts of State-generated funds Grant applications that fund community, social, economic, and environmental programs Planning for future growth and development
Oakland County’s collaboration with the communities thus far has been very successful. Community participation in these efforts has provided numerous address, boundary and road updates to the U.S. Census Bureau through a single point of contact minimizing duplication of effort while maximizing data holdings at all levels of government. Oakland County has participated in the following U.S. Census Bureau programs:

2011 Boundary and Annexation Survey (BAS) - January, 2011
Oakland County completed the 2011 Consolidated BAS Program on behalf of the participating communities and reported numerous updates to the U.S. Census Bureau.

2010 Boundary and Annexation Survey (BAS) - February, 2010
Oakland County completed the 2010 Consolidated BAS Program. Starting in 2010, Oakland County officially provided its participating communities with the option of coordinating future BAS updates through the County.

2010 Census New Construction Program - October, 2009
The 2010 Census New Construction Program ensured that residential addresses for new construction were included in the 2010 Census. The program identified and qualified new construction that took place after the 2010 Census canvassing had occurred. Qualifying new construction was identified using open building permits for residential properties that were issued in January, 2009 or later; in addition, these construction sites were expected to have completed installation of roofing, doors and windows by April 1, 2010. Oakland County helped to raise an awareness of this program in its local communities. In addition, the County assisted with the collection, formatting and reporting of new construction information to the U.S. Census Bureau on behalf its communities.

2009 Consolidated Boundary and Annexation Survey (BAS) - March, 2009
CVTs partner with Oakland County for Consolidated BAS updates. Starting with the 2010 BAS, 54 of Oakland County’s 62 communities participate in the Consolidated BAS (, file size 1.4MB). These local governments no longer receive their own BAS materials (unless a portion of their area is located in another county). Instead, the County BAS respondent will review the maps and provide the U.S. Census Bureau with boundary and road updates. The only exception is that every ten years, the BAS maps will be sent to all of the highest elected officials as part of the Boundary Validation Program.

2009 Boundary and Annexation Survey (BAS) - March, 2009
The County published maps in PDF format for local community review. The maps illustrated all road updates that the County submitted to the Census Bureau with the 2008 BAS. By viewing the maps, communities identified roads that the Census Bureau already had on file versus roads that needed to be reported or updated. The County submitted these updates to the Census Bureau on behalf of the communities.
