Oakland County Health Division's Office of Substance Abuse Services (OSAS) provides the following general services:
- Information and technical assistance about substance abuse prevention and treatment services.
- Financial help for uninsured, low-income citizens for substance abuse treatment.
- Accepts public comment regarding licensed substance abuse programs.

- Monitors programs funded through OSAS for provision of quality services.
P.A.C.E. (Prior Authorization and Central Evaluation)
- Screening and assessment for alcohol and drug treatment for Oakland County residents with Medicaid or no insurance.

- Training, education, HIV counseling and testing.
