Clinton River Spillway Inter-County Drain Assessment

A special assessment has been proposed by the Clinton River Spillway Drain Inter-County Drainage Board for municipalities in the Clinton River Basin. History

The Clinton River Spillway was constructed by the U.S. Army Corps of Engineers (USACE) in 1949-1952 to relieve chronic flooding conditions in the City of Mount Clemens and downstream areas in Clinton and Harrison Townships. It was modified in the 1990s to address sedimentation and low flow conditions in the lower Clinton River which included the installation of an inflatable adjustable weir at the upper end of the spillway. Following construction, ownership of the facility was transferred to the Inter-County Drainage Board for the Clinton River Spillway. The Spillway, also known as the Clinton River Cutoff Canal, extends two miles downstream to Lake St. Clair and consists of a drainage district of 760 square miles.

Special Assessments for Chapter Four Drains

The Drain Code—Act 40 of 1956 gives the Oakland County Water Resources Commissioner powers and responsibilities to govern legally established drainage systems within the county. One of the many duties of the water resources commissioner includes maintaining existing drains and establishing or constructing new drains. To fund this work, the Drain Code provides for the enacting of a special assessment roll for county-established drains for the residents and each township, city and village affected by the drain.
